Why Society is Fascinated with Serial Killers Institutional Blindness, Organizational Failure, and the Appeal of Extreme Deviance
Society’s fascination with serial killers cannot be explained solely by offender characteristics, psychological abnormality, or the cultural appeal of extreme violence. This article argues that fascination also reflects the institutional vulnerabilities their crimes expose. Using illustrative cases including Harold Shipman, Ted Bundy, Ivan Milat, John Wayne Gacy, and Edmund Kemper, it examines the relationship between offender characteristics, media narratives, institutional blindness, and organizational failure. Drawing on the Dark Tetrad, organizational learning, and governance failure, the article shows how serial killers become enduring symbols of deviance while revealing weaknesses in oversight, communication, risk detection, and professional culture.
