Defining and measuring physical disorder: a review of criminal justice and social science research

Physical disorder has long been central to criminological theory and place-based policy, yet the empirical literature remains fragmented in how the concept is defined, measured, and studied. This study presents a Systematic Quantitative Literature Review (SQLR) of 180 peer-reviewed empirical studies published between 1999 and 2023 that examine physical disorder in criminal justice and the social sciences. Using transparent and replicable review procedures, we assess publication trends, measurement practices, methodological approaches and data transparency within the physical disorder evidence base. Results indicate substantial growth in physical disorder research over time, with a strong concentration in urban settings and quantitative, cross-sectional designs. Across studies, physical disorder is operationalized using a wide and often overlapping set of individual indicators that are frequently aggregated into composite measures that conflate short-term disorder, long-term decay, and environmental harms. Reliability assessments and data transparency practices are inconsistently reported, limiting replicability and cumulative knowledge building. The findings suggest that while physical disorder remains theoretically influential and widely studied, conceptual ambiguity and methodological heterogeneity constrain its empirical clarity and policy relevance. We conclude with a discussion of implications and recommendations for improving conceptual precision, measurement transparency, and research design in future studies of physical disorder.
