TRANSLATING THE DIGITAL TRANSFORMATION AGENDA WITHIN ASIA-PACIFIC TVET SYSTEMS

Abstract: The digital transformation agenda has emerged as a critical imperative for Technical and Vocational Education and Training (TVET) systems across the Asia-Pacific region, yet its translation into coherent institutional practice remains uneven and structurally constrained. This study examined how the digital transformation agenda is currently being translated within Asia-Pacific TVET systems by assessing the institutional readiness for TVET 4.0, Industry 4.0 and 5.0, the national policy environments supporting digital workforce development, and the regional cooperation mechanisms that could strengthen TVET digital transformation across Colombo Plan Staff College (CPSC) member countries. Employing a descriptive survey research design, the study gathered data from twenty (20) TVET leaders, administrators, instructors, lecturers, and policymakers from twelve (12) CPSC member countries who participated in the CPSC Regional Program on TVET 4.0: Digital Technologies for Industry Integration conducted in Singapore. A structured survey instrument was administered, and data were analyzed using weighted mean and frequency count with percentage distribution as statistical treatments. The findings reveal that while Asia-Pacific TVET institutions demonstrate moderate preparedness for digital transformation with Artificial Intelligence applications and Internet of Things-enabled systems emerging as the most widely adopted technologies. Significant gaps persist in curriculum alignment, leadership capacity, green-digital integration, and industry engagement. At the national level, policy environments are broadly supportive of digital transformation, yet qualifications frameworks and industry-TVET collaboration remain moderately developed. Financial constraints, insufficient digital infrastructure, and limited technical expertise among staff were identified as the most pervasive institutional barriers. Regional cooperation particularly through collaborative research on emerging technologies, cross-border trainer certification programs, and harmonization of digital skills standards was strongly endorsed as the most promising pathway for advancing TVET 4.0 across the region. The study concludes that achieving future-ready TVET systems in the Asia-Pacific requires a comprehensive, integrated, and sustained approach that simultaneously addresses technological adoption, curriculum modernization, leadership development, industry partnership deepening, and regional cooperation, anchored in the shared commitment of governments, institutions, industry partners, and regional organizations across Asia and the Pacific.
