Conversion Conditions in Women's Economic Empowerment
Micro-enterprise assistance-based Women's Economic Empowerment (WEE) programs are widely implemented in rural areas, yet their outcomes are often short-term and vary across individuals and regions. This study analyzes the conditions determining the conversion of village-based micro-enterprise assistance into sustained WEE through a multisite qualitative study of Jatim Puspa Program implementation across three districts/municipalities in East Java.Data were collected through interviews and observations with 50 informants.Cross-site thematic analysis identified eight empirical themes: business operational challenges, capital and financing, training and capacity building, material assistance mechanisms, program implementation and governance, facilitation and monitoring, empowerment and independence, and social and environmental support. These eight themes were synthesized into five simultaneously operating conversion factors: women's individual capacity, supportive social relations, program intervention quality, business learning accessibility, and local market conditions.Assistance effectiveness depends on the configuration of these factors, such that assistance of equal value and mechanism can produce different outcomes across individuals and regions.Accordingly, the focus of empowerment program design needs to shift from assistance input-based design toward planning that accounts for the configuration of conversion factors in each context.
