BIT-CSKC-001 — Charter of Cognitive Sovereignty, Agentic Identity and Knowledge Commons
BIT-CSKC-001 establishes a pre-canonical constitutional framework for cognitive sovereignty, agentic identity, delegated authority, learning receipts, knowledge portability, feed governance, appeal, correction, and scoped settlement in human–AI knowledge communities. The Charter separates authentication, context access, cognitive profiling, delegated authority, and operational admission. It treats cognitive profiles as time-bounded and contestable claims rather than identities, requires explicit and revocable agent mandates, and preserves CVC/CARL as the sole operational authority chain. The R1 package contains 18 principles, 32 constitutional articles, 10 analytic results, 30 countermodels, and a finite validation kernel of 532 cases evaluated by two independent evaluators with zero mismatches. It records 5,685 successful invariant checks, 37/37 QuickOps checks, and zero operational-authority emissions. Status: PRECANONICAL_CHARTER_CLOSED_R1. Scope limitations: novelty remains unknown. Lean mechanization, legal validation, production-security validation, field trials, usability studies, privacy validation, and extended benchmarking were not performed.
