The Fiscal Weight of Grid Maladaptation — Substation-Level Compound-Hazard Evidence from 39 OECD Countries (SSI Paper P5 ERE, Zenodo v1.0.0)
This snapshot accompanies the manuscript "The Fiscal Weight of Grid Maladaptation — Substation-Level Compound-Hazard Evidence from 39 OECD Countries" submitted to Environmental Research: Energy (IOP Publishing). The paper puts a substation-level, cross-national number on grid maladaptation as a sovereign fiscal exposure — a gap the IPCC AR6 WGII Chapter 17, the Magnan / Schipper / Barnett–O'Neill maladaptation canon, and adjacent cohort-scale benchmarks (Feyen et al. 2020 JRC PESETA IV; Byers et al. 2018) explicitly leave open. The empirical unit is the substation catchment; the cohort scope is 39 OECD countries; the fiscal translation runs through a hybrid contingent-liability model. Composition extends Byers et al. (2018) to correlated compound-hazard modifiers via three tiers — Path C elasticity-weighted (21 primary cells), Path C̃ ERA5-Land-disaggregated (12 extension cells), Path B copula-based (3 locked fallback cells), with Path A Byers cross-reference for all 36 cells. This v1.0.0 initial-submission snapshot ships the manuscript (named + anonymised + highlighted-anonymous), supplementary materials Excel workbook (§S1–§S6), cover letter, author declaration, 10 main figures + 6 SI figures (SVG + 300 dpi PNG), reproducibility scaffolds (Dockerfile + environment.yml + requirements.txt), licences (CC BY 4.0 data + MIT code), operator walkthrough, and manifest schemas. Path A/B/C/C̃ scripts + populated data provenance + primary loss-database extracts + populated empirical anchors + populated RESULTS_TABLE populate at v1.1.0 (R1 response) per the manuscript's [TODO-EMP-#]placeholder discipline documented in §3.6. Companion papers (Berard 2026a methodology paper at ERE under revision; Berard 2026d P1-CRM at Climate Risk Management submitted 27 July 2026; Berard 2026e P4-EE portfolio-construction targeting Energy Economics) supply the measurement infrastructure and private-sector complement. This paper closes the public-sector application arc of the four-paper series.
