Enhancing Library Technology Adoption Through TAP and LibQUAL + Frameworks in Vietnam

This study proposes a user-centered model to enhance technology adoption in academic libraries within developing contexts, specifically Vietnam. By integrating the Technology Adoption Propensity (TAP) model with the LibQUAL + service quality framework, the study introduces a hybrid approach to assessing digital transformation readiness. The Analytic Hierarchy Process (AHP) evaluated twelve critical factors based on pairwise comparisons from 26 library users. Findings reveal that organizational support mechanisms, particularly Technology Support Skills, Access Ease, and Search Efficiency, are more influential than users’ digital readiness. Digital Comfort ranked lowest, indicating that users expect institutions to simplify access and offer support rather than require individual technological proficiency. The research underscores that effective technology integration relies not only on infrastructure but also on human-centered service strategies. This hybrid TAP–LibQUAL + model provides practical guidance for resource allocation, enabling library managers to prioritize staff training and usability improvements that foster sustainable digital innovation.
