Planning Strategies for Disaster Prevention and Mitigation of Mountainous Villages in the Chengdu-Chongqing Urban Agglomeration

Mountain villages in the Chengdu-Chongqing region face increasing exposure to landslides, floods, and fires due to complex terrain and concentrated rainfall. This study establishes a GIS-simulation-exposure framework to analyze disaster risks using multi-source spatial data, including digital elevation models, land use, rainfall records, historical disaster information, and population distribution. Hazard mapping, slope stability analysis, flood inundation modeling validated by past events, and exposure assessment considering both residents and tourists are integrated to define a baseline risk condition. Scenario-based simulations evaluate how spatial optimization, improved road connectivity, and decentralized shelters can reduce exposure and enhance evacuation efficiency. Based on quantitative results, planning strategies are proposed for fire safety, flood and drainage management, geological hazard prevention, and disaster-oriented spatial organization. The framework provides a practical and transferable approach to strengthening disaster resilience and supporting sustainable development of mountain villages under rural revitalization.
