From silence to power: Women’s voices and social transformation in a rural dairy co-operative in Tanzania

Women’s exclusion from formal economic and political decision-making remains a persistent challenge across much of the Global South, despite their central roles in sustaining household welfare. Household welfare here refers to the well-being of household members in terms of income security, food availability, health, and children’s education, as well as women’s contributions to agricultural production and community resilience. This marginalisation is particularly visible in rural contexts where deeply embedded patriarchal norms continue to shape access to resources and authority. Patriarchal norms often manifest through male control over land, dominance in household decision-making, and limited acceptance of women in leadership positions. As a result, women often face constraints in accessing productive assets, financial services, and institutional leadership opportunities. Theoretical perspectives employed in this contribution allow empowerment to be analysed not merely as an economic outcome but as an evolving social, political, and organisational process. Rather than focusing exclusively on productivity or income indicators, this study examines how cooperative membership reshapeswomen’s everyday experiences. In particular, it explores changes in women’s confidence to speak in public forums, their participation in leadership and collective decision-making, and their ability to negotiate roles and authority within households and community institutions. By foregrounding these relational dimensions, the study examines whether women-led co-operatives can serve as spaces for voice, negotiation, and gradual social transformation in rural Tanzania.
