Unfinished Agendas of Women’s Empowerment: Social Inclusion and Inclusive Development in India

Women’s empowerment has emerged as a critical pillar of India’s socio-economic and democratic transformation. Over the past two decades, India has made notable progress in improving female literacy, workforce participation, political representation and access to health and legal protections. Yet, persistent structural barriers ranging from patriarchal social norms and informal labour exclusion to digital and political underrepresentation continue to limit the full realisation of gender equality. This article examines the current trajectory of women’s empowerment in India using secondary data and government reports. It identifies key drivers such as education, entrepreneurship and institutional reforms, while analysing impediments including gender-based violence, digital exclusion and the feminisation of informal labour. The study also evaluates government initiatives like Beti Bachao Beti Padhao, Mission Shakti and the Nari Shakti Vandan Adhiniyam (2023), alongside India’s commitments under international frameworks such as Convention on the Elimination of All Forms of Discrimination against Women (CEDAW) and Sustainable Development Goal 5 (SDG 5). The analysis underscores that empowerment is both an outcome and a catalyst for sustainable development. To achieve transformative gender equality, India must prioritise inclusive education, equitable digital access, robust enforcement of protective legislation and the implementation of gender-responsive governance mechanisms. The article concludes by proposing a multi-sectoral policy framework to accelerate women’s social, economic and political advancement.
