Innovation state at war? Ukraine’s state-orchestrated, market-executed drone industry
This article examines Ukraine’s wartime drone economy as a fully institutionalized wartime case of state-orchestrated, market-executed defense innovation. From 2022 to 2025, Kyiv built an ecosystem in which hundreds of firms competed under state-defined rules for codification and procurement, producing variety at scale and compressing acquisition cycles from years to months. The result is not a single platform but a repeatable innovation loop that allows Ukraine to develop its capabilities faster than its adversary. Ukraine’s experience suggests that agility, not scale alone, may become decisive in electronic-warfare-dense, attritional conflicts and foreshadows the possible rise of the ‘innovation state at war’.
