British Executive Order 05, Official Instrument of the Head of State, Repeal of the Edict of Expulsion and the Restoration of Legal Equality

This document is British Executive Order 05 (BEO05) , issued by the Head of State of the Republic of Great Britain and Northern Ireland, Graham Edwin Wilkins, under the authority vested by the Constitution of the Republic of Great Britain and Northern Ireland and the laws of Earth. BEO05 formally repeals the Edict of Expulsion of 1290 – the royal decree issued by King Edward I on 18 July 1290 that ordered the expulsion of all Jews from the Kingdom of England – and restores legal equality within the Republic's legal framework. Historical Context The Edict of Expulsion, though formally overturned in 1656, continued to exist as a legal relic within the corpus of English common law. By operation of British Executive Order 01, Section 2(a) , all previous statutes and regulations that governed interpersonal conduct and property rights (that do not pertain to dissolved entities) were re‑promulgated as Provisional RGBNI Regulations, provided they did not conflict with the Constitution of the Republic of Great Britain and Northern Ireland or the laws of Earth. The Edict of Expulsion, insofar as it remained a legal principle of English common law, was thereby incorporated into the provisional legal framework of the Republic. The Edict is fundamentally incompatible with the Constitution of the Republic of Great Britain and Northern Ireland, which guarantees equality before the law (Article 7), freedom of religion (Article 12), and the inherent dignity of all persons (Article 6). It is also incompatible with the Universal Declaration of Human Rights and the peremptory norms of international law (jus cogens) that prohibit racial and religious discrimination. Key Provisions Chapter 1 – Repeal of the Edict of Expulsion: Declares the Edict of Expulsion null, void, and without legal effect within the territory of the Republic. Repeals any law, regulation, or legal principle deriving from the Edict or discriminating on the basis of religion, ethnicity, or national origin. Formally expunges the Edict from the Provisional RGBNI Regulations. Chapter 2 – Restoration of Legal Equality: Affirms that all persons, regardless of religion, ethnicity, or national origin, are equal before the law. Repeals any existing prohibition, restriction, or disability based on religion, ethnicity, or national origin. Chapter 3 – Historical Repudiation: Formally repudiates the Edict of Expulsion as an act of injustice. Requires the Head of State to issue a proclamation acknowledging the historical wrongs suffered by the Jewish people of England. Chapter 4 – Penalties: Establishes penalties for any person attempting to enforce or rely upon the Edict. Chapter 5 – Administrative Execution and Legal Boundaries: Provides for executive delegation, enactment, and limitations on private claims. Confirms that the order is accompanied by State of Earth Public Notice #10: Repudiation of the Edict of Expulsion. Significance BEO05 is a foundational instrument of the Republic of Great Britain and Northern Ireland, demonstrating a commitment to: Rectifying historical injustices. Upholding equality before the law. Ensuring that discriminatory legal relics are formally and permanently removed from the legal framework of the Republic. Keywords: British Executive Order, BEO05, Edict of Expulsion, 1290, repeal, repudiation, legal equality, Jewish history, anti‑discrimination, human rights, jus cogens, RGBNI, State of Earth, Public Notice #10.
