Metastable Agency as Constitutive Bounded Rationality
This paper proposes a minimal formal framework for attributing bounded rational agency to dynamical systems. A system exhibits bounded rational agency when its state-transition dynamics satisfy three jointly necessary conditions: heavy-tailed persistence in metastable regimes, structured transitions between regimes, and reward-dependent transition bias. Removing any one condition yields a non-agent.
