Building Repair Networks: Strengthening Local Coordination Among Home Repair Programs (Shortened Version)

Home repair programs (HRPs), often operated by local governments or non-profits, play a critical role in preserving affordable housing, offering free or low-cost repairs that help homeowners maintain their homes and age in place. Despite their importance, HRPs across the country exist in a fragmented and highly localized ecosystem. This fragmentation creates challenges for homeowners, who frequently have to navigate multiple applications and eligibility criteria for similar services, and for providers, who may duplicate efforts across organizations. This project examines how to foster coordination between HRPs by identifying what conditions support the development of centralized, collaborative networks using case studies of the Orange County Home Preservation Coalition and the Louisville Home Repair Network. This project aims to provide actionable insights for communities aspiring to build or strengthen a coordinated home repair network, improving access to services for homeowners in need while also facilitating a more efficient use of funds.
