Analyzing Negotiations Before They Start III: Operationalized Starting-Point Architecture: How Pre-Negotiation Assets Become Executable Settlement Power
Negotiation power is not created by resources alone. Air defence, defence-industrial production, sanctions, security guarantees, logistics, frozen assets and military-technical support may shape a pre-negotiation field while remaining politically or operationally inert if they are not connected to authorized operators, readiness, verification, violation attribution, activation thresholds, predefined consequences, reactivation procedures and safeguards against political revision. This working paper introduces Operationalized Starting-Point Architecture as the stage at which materialized pre-negotiation assets become an executable settlement mechanism. Building on the TESPA concepts of Pre-Negotiation Field Control and Materialized Starting-Point Architecture, it distinguishes resource possession from operational readiness, political commitment from activation capacity, verification from attribution, predefined consequences from automatic judgment, participation from veto, and coalition unity from enforcement integrity. The Ukraine-related pre-negotiation environment is used as the principal demonstration case. A bounded U.S.–Iran transfer case and the EU sanctions architecture serve as comparative stress tests. The paper argues that implementation capacity can shape negotiations before an agreement exists: operationalized assets strengthen the credibility of guarantees, constrain political revision, preserve the protected actor’s substantive agency and affect which negotiating frameworks remain materially and politically admissible. Central proposition: Settlement power becomes real when assets can produce verified consequences. This Zenodo record contains two standalone language files under one DOI: an English working paper for international academic and policy readership and an authored Ukrainian companion version. The Ukrainian text is not an automated translation. The two-file structure preserves conceptual precision and methodological continuity across both languages.
