INSTITUTIONAL CONDITIONS AND MARKET OPPORTUNITIES FOR GREEN STARTUPS IN UZBEKISTAN IN 2026
Green startups require specific conditions, including early-stage risk capital, regulatory flexibility, and instruments to create demand in the market. This paper assesses whether Uzbekistan’s 2026 institutional and market opportunities meet these conditions. The study finds that while the country has developed green policies and financing mechanisms, they are mainly targeted at large-scale, established firms, government-led or donor-funded projects, not early-stage startups. The paper concludes that the creation of accessible financing and the development of demand-side instruments, along with startup data collection systems, are important for closing the gap between startup reality and policies.
