Greece at the Notification Gate: A Public-Record Profile of the Greek Electronic Identity Stack under eIDAS
Greece is one of the last EU member states without a notified electronic identification scheme under Regulation (EU) No 910/2014 (eIDAS), even as it assembles, in public view, every publicly visible building block such a scheme requires: a chip-based identity card issued since September 2023, a single Personal Number consolidating legacy identifiers, a government credential wallet carrying thirteen document types as of July 2026, and participation in three EU Digital Identity Wallet large-scale pilots. This working paper contributes a dated, source-cited profile of that stack as it stood on 23-24 July 2026, and one measurement no public source provides: a same-day parse of the Greek trusted list shows zero eIDAS-2.0 wallet-era service entries (no remote signature-device management, no qualified attestation services) while eleven other member states already build that supply side, and the Commission's public register of notified and pre-notified schemes contains no Greek entry in any status. The absence extends to the complete published opinion corpus: no Greek scheme appears in any of the 44 Cooperation Network / Cooperation Group opinions issued between 2016 and 30 June 2026. The profile is read through three instruments the author maintains (a daily census of the EU/EEA trusted lists, an AI-governance observability index, and a registry of documented enforcement cases), cross-checked against the Commission's own eIDAS Dashboard API and a live probe of the Greek eIDAS node. The regulatory baseline is corrected from primary sources: Implementing Decision (EU) 2015/296 was repealed with effect from 18 August 2025 by Implementing Regulation (EU) 2025/1568, so peer reviews now run inside the European Digital Identity Cooperation Group. Greek legal facts are pinned to Government Gazette texts, including the statutory and decree-level definition of the Personal Number format, on which press reporting conflicts. The paper maps the documented Greek facts onto the four assurance dimensions of Implementing Regulation (EU) 2015/1502 as a criteria-matrix template, weighs the rival reading (deferral of notification pending the wallet transition, rather than stalling), and closes with a research agenda. Contents of this deposit: the working paper (PDF and Markdown source); Annex A, a dated public-record timeline with per-row source labelling; three black-and-white figures (SVG); and a companion artifact, What Peer Reviews Actually Probe: A Reviewer Question Bank from the Published eIDAS Opinion Corpus (2016-2026) - thirty reviewer questions, each anchored in a published opinion or one of the five public peer-review reports, organised by the 2015/1502 Annex dimensions, including the corpus's own blind spot (a published review round with zero management-and-organisation questions) and three wallet-era gaps. Scope note: this work asserts nothing about the content, scope, target assurance level or stage of any Greek notification file. No such information is public, and none is used. Peer-review material is confidential by rule; every finding here is derived from the public record.
