From Reaction to Readiness: CIPA Heritage Documentation and the Safeguarding of Cultural Heritage at Risk
Lecture delivered on 7 May 2026 at the Department of Architecture, University of Ferrara (Via Ghiara 36, Ferrara, Italy), as part of the Heritage at Risk Summer School 2026. It reflects on how the international documentation community organised by CIPA Heritage Documentation has shifted from emergency-driven reaction towards systematic readiness for safeguarding cultural heritage exposed to risk. The talk develops the conceptual framework of risk, expressed as Risk = Exposure × Vulnerability, and reviews the hazards affecting tangible cultural heritage assets. It positions documentation as a key factor for understanding, conserving, restoring, enhancing and managing cultural heritage in a professionally sound manner, primarily for the benefit of heritage managers. Documenting risk, in turn, requires a useful representation of hazards, monitoring and probability estimates so that managers can set intervention priorities under inevitable budget constraints — with particular attention to climate-change risks and the georeferencing of weak points within an accurate 3D model. The lecture closes on the pillars of documentation: data become records for future documentation only when accompanied by metadata that qualify their reliability, since no observation derived from physical phenomena — or from historical archives — is free from error. It ends with a caution against “smooth,” uncritical documentation that offers no resistance and asks only for approval.
