The Universal Smart Radio-Television Plan: An Operational Framework for the Democratization of Media Intelligence

Abstract The contemporary world is in the midst of a quiet revolution in media and communications. On the one hand, artificial intelligence tools and digital platforms offer unprecedented capabilities for content production and distribution. On the other hand, these tools remain largely monopolized by a few major technology corporations, and specialized, professional, local, and grassroots media have been deprived of these capabilities due to financial, technical, and structural limitations (Rezaei, 2025b; Zuboff, 2019). This gap has created a silent crisis: the monopoly of intelligence in the hands of a few, who unilaterally determine the development trajectory of media and marginalize cultural, linguistic, and specialized diversity (UNESCO, 2021). The "Universal Smart Radio-Television" plan has been developed in response to this crisis. Grounded in the fundamental principle that "intelligence must serve everyone, not be monopolized by a few," this plan offers an operational framework enabling any group, community, organization, guild, institution, or indeed any population seeking to establish a specialized, intelligent media outlet for itself to do so with minimal cost and maximum speed, creating a smart, interactive, and multimedia platform. This plan is built upon five core pillars, derived from the synthesis of foundational theories in the fields of cultural engineering, human-centered artificial intelligence, and organizational transformation (Arendt, 1958; Bandura, 2001; Landemore & Elster, 2012; Page, 2007; Rezaei, 2025a; Rezaei, 2025b; Rezaei, 2025c; Rezaei, 2025d; Rezaei, 2025e; Rezaei, 2026a; Rezaei, 2026b; Rezaei, 2026c). Furthermore, by offering three intelligence-enabling packages (interactive and live content, multi-platform accessibility, and management and training), it enables the realization of this objective within a 60-day timeframe. This plan is not merely a technical project, but a universal movement for the democratization of media intelligence.
