THE SYSTEM CONNECTOR ENGINE: ROUTING INTELLIGENCE, CROSS-RAIL STATE MANAGEMENT, AND COMPLIANCE SYNCHRONIZATION IN THE MULTI-RAIL RWA STACK

Abstract Paper I established the foundational three-tiered architecture of the multi-rail RWA stack: the Velocity Layer (XRPL, Stellar, Shibarium), the Trust Layer (MPC plus state-vector anchoring), and the Compliance/Identity Layer (ZK proofs plus Travel Rule). Within that architecture, the System Connector Engine (SCE) appeared as a single labeled box — the central middleware sitting between the Compliance/Identity Layer and the three settlement rails. Paper I named it. Paper II engineers it. The SCE is not a simple message router. It is an active, stateful middleware layer responsible for six distinct operational functions: (1) asset-profile-aware rail selection, (2) cross-rail state vector propagation, (3) compliance envelope synchronization across rail boundaries, (4) oracle arbitration for pricing and sanctions data, (5) error detection and atomic rollback, and (6) the embedded protocol fee stream. Each function is interdependent; none can be delegated to the rails themselves or to the Compliance Layer without collapsing the architectural guarantees that Paper I established. Without a correctly architected SCE, the three-rail Velocity Layer collapses into three disconnected silos — reproducing exactly the legacy fragmentation the blueprint universe was designed to eliminate. This paper provides the complete internal blueprint of the SCE: component diagrams, data schemas, routing algorithms, state machine specifications,
