METHOD OF STRATEGIC CONTROL OF OIL AND GAS COMPLEX ENTERPRISES BASED ON SUSTAINABILITY INDICATORS

The development of enterprises in the oil and gas complex is related to production capabilities, extraction and processing technologies, as well as the situation on the oil products market. Today, the oil and gas complex of the Russian Federation is under the influence of sanctions, and at the same time, there is a shift in the technological paradigm associated with widespread digitalization, which affects both the production and operational activities of enterprises. The oil and gas sector plays a significant role in ensuring the operational and strategic functioning of almost all economic systems and enterprises in the country. The development of enterprises is based on key business processes, which include the management of key performance indicators as a result of the implementation of projects and transformation programs. To manage these processes, a strategic control system should be used as a mechanism that allows for the management of operational activities in accordance with the goals and priorities of long-term development. The strategic goals of the development of oil and gas enterprises as part of the complex in Russia should involve the maximum use of approaches to improving the efficiency of operations, among which the concept of sustainable development should be considered as the most reflective of the level of enterprise development, i.e., the construction of development management processes based on sustainability indicators. At the same time, strategic controlling should be considered as a management tool that maximally reflects the possibilities of results-based management. The purpose of this study, presented in the article, is to examine the existing experience of strategic controlling at enterprises and to correlate it with the goals of sustainable development of Russian oil and gas companies. The problem of the study is that ensuring the sustainable development of enterprises in the oil and gas sector is an important condition for the stable development of the state economy and its protection from internal and external threats, which can be effectively addressed using the tools of strategic controlling.
