The Modal Ledger - Hope, Despair, and the Properties of Fuel.

This paper offers an account of hope in two parts: a differentia and a function. The differentiaanswers a standing problem: hope and despair can share the same desire and the same probabilityestimate, so the orthodox analysis of hope — desire plus a credence strictly between zero and one —cannot tell the hoper and the despairer apart. The proposal is that the missing variable is neither afurther degree of credence nor a mode of attention but an entry in what the paper calls the modalledger: a representation, functionally distinct from probability assignment, that files an outcome asopen or as foreclosed. The despairer has written a seal; the hoper, at the same credence, keeps thedoor filed improbable-and-open. Because a filing operates as a constraint on the deliberative searchspace rather than as a weight within it, seals are sticky in a way low credence is not — which is whydespair does not move under argument, and why what moves it, when anything does, is a re-openedfiling rather than a revised number. From the differentia the paper draws an inversion of thetraditional charge against hope: the evidence available in the hard cases licenses improbable andalmost never foreclosed, so it is despair, not hope, that systematically overclaims, and hope is whatepistemic discipline about one’s own foreclosures looks like. The discipline is symmetric and threeclause — seals are licensed by structural evidence that closes a space, never by frequencies thatmerely thin one; refusing a licensed seal is an indiscipline of the same rank, and grief is the ledgerkeeping honest books; and an open door is staked at the weight of its number, not its wanting — sothe account defends no policy of hoping in every case. The function is stated as a contract: hope isfuel, contracted to motion and never to outcomes, and every standard case of “false hope” relocatesunder decomposition to a component that can be blamed accurately — information, deliberation, orarrival. The relocation is exceptionless by construction, is confessed as such, and is defended asbookkeeping that blames nameable, improvable components rather than an abstraction. One liabilityis accepted at the account’s own expense: nothing guarantees that fuel arrives. The paper closes bymarking what it does not touch — the felt weight of hopelessness, which is named, not explained.
