to what extent should states be open to migrants?
This paper will discuss the extent to which states should be open to migration, as countries put stringent measures against migrants, especially Illegal migrants who dominate most of the public policy, states are facing challenges because of the influx of migration especially In the European Union. Some states are migrant friendly because of the need for migrants to work in their construction industries especially in the Middle East, due to labor shortage. I will analyze some empirical migration policies such as the Kafala system, the Ecowas Migration Policy and the Italian Flussi Migration that sets an annual quota to allow non-EU citizens to work in seasonal jobs such as Agriculture, hospitality and construction. these analyses will also examine some of the reasons why modern states are restricting immigrants due to reasons such as security, and welfare states reason. This paper will investigate how countries can balance the Economic needs, nation state perspective towards an open policy towards migration.
