Rotational Organization Theory of Gravitational Concentration (ROGC): A Causal Framework for the Progressive Concentration of Matter and Energy Through Hierarchical Rotational Organization

General Relativity provides a remarkably successful geometric description of gravitation. However, it primarily describes how spacetime responds to the distribution of energy and momentum rather than the long-term dynamical processes through which highly concentrated gravitational systems emerge. This work introduces the Rotational Organization Theory of Gravitational Concentration (ROGC), a conceptual framework proposing that gravitational concentration develops through hierarchical rotational organization, differential rotation, torque-driven angular-momentum transport, inward matter–energy transport, and progressive central concentration. ROGC does not modify General Relativity, introduce new fundamental interactions, or violate conservation laws. Instead, it proposes an additional causal organizational layer underlying the formation of gravitationally concentrated structures. Within this framework, gravity is interpreted as the macroscopic geometric manifestation of progressively concentrated energy–momentum distributions produced through long-term rotational evolution. The manuscript further introduces the concepts of torque-driven organizational transport, distributed internal field-mechanical stress, central saturation, rotational memory, and a four-component energy budget for compact objects. It also presents a mathematical roadmap, observational predictions, falsification criteria, and a foundational organizational equation that will be rigorously developed in Version 2.0. This Version 1.0 establishes the conceptual foundation of the theory prior to its complete mathematical formulation.
