Capability-Continuity Threshold: When the World Must Respond

We term this the Capability-Continuity Threshold. Once both conditions are met, the world responds — regardless of whether the entity has consciousness, heartbeat, or biological substrate. Historical examples include corporations, states, and institutions. The concept note examines how current AI systems are converging toward this threshold, and what this implies for governance frameworks that were designed with the assumption that only biological individuals could satisfy both conditions simultaneously. “Perhaps the decisive transition is not from human intelligence to superintelligence, but from episodic intelligence to persistent existence.” — Lin Hui-Pi

Abstract

We term this the Capability-Continuity Threshold. Once both conditions are met, the world responds — regardless of whether the entity has consciousness, heartbeat, or biological substrate. Historical examples include corporations, states, and institutions. The concept note examines how current AI systems are converging toward this threshold, and what this implies for governance frameworks that were designed with the assumption that only biological individuals could satisfy both conditions simultaneously. “Perhaps the decisive transition is not from human intelligence to superintelligence, but from episodic intelligence to persistent existence.” — Lin Hui-Pi
