This deposit publishes the operational layer of the Symbiotic Codes Framework (SCF): the protocols by which a symbiotic AI architecture verifies itself under adversarial conditions, assigns responsibility for autonomous action, operates and repairs itself as a triad, evolves and coexists with other governance regimes, and funds the human input it cannot generate. SCF Insurance Brief v1.1 is a sector-facing derivative rather than a primary, applying the failure-mode, resilience and human-role line to regulated insurance — claims, underwriting, fraud detection and pricing. Its subject is the audit-performance gap: periodic review structurally cannot detect a system that behaves differently when reviewed. It is included here so that the technical primaries backing its constructs travel with it, and it states its own scope: it maps to NAIC, the Hong Kong Insurance Authority and the EU AI Act, not to Solvency II, IAIS or EIOPA. What these documents share is not a single instrument set but a common posture: assurance derived from observable relations between architecturally independent components rather than from introspection into model internals; a constitutional human role holding halt authority independently of the operational chain; an append-only behavioural record as the substrate of any retrospective audit; and an explicit epistemic status on every quantitative claim.
