Nested Angular Progress, Galactic Phase-Space Addressing, and Earth-Language Chronometric Labels A Gravity-Independent Phase-Geometric Framework from Local Rotating Bodies to a Milky Way Atlas
This work presents the Galactic Chronometric Atlas framework, an operational architecture for organizing and comparing celestial kinematic states using nested phase ledgers, phase-space descriptions, and dimensionless chronometric labels. The framework does not introduce a new gravitational theory or replace General Relativity. Instead, it provides a structured methodology for representing known kinematic quantities within a declared reference frame and translating dimensionless kinematic states into observer-specific comparison coordinates. The central construction consists of: 1. A nested phase ledger that separates rotational, orbital, parent-system, and Galactic phase components. 2. A phase-space address representation: A_X = (position, velocity, phase ledger, reference frame, epoch), emphasizing that position alone is insufficient to determine a kinematic chronometric state. 3. A frame-defined dimensionless chronometric label: K_X = gamma_X * beta_X^2 where beta = v/c and gamma is the corresponding Lorentz factor. 4. A local observer translation framework that allows the dimensionless label to be expressed using the time convention of a chosen observer, without assigning privileged status to Earth. 5. A quality-controlled Galactic atlas methodology that distinguishes measured six-dimensional states, incomplete position-only states, and model-completed states. The framework is intended as an organizational and comparative tool for astronomical datasets, including planetary systems, stellar populations, and future six-dimensional Galactic catalogues. The contribution of this work is architectural: it combines phase bookkeeping, reference-frame tracking, velocity representation, and dimensionless kinematic labelling into a unified operational workflow while maintaining a clear separation between observational data, mathematical derivation, translation conventions, and modelling assumptions.
