A voice before the vote: Welsh women Poor Law Guardians, 1869–1928

This article examines the pivotal yet often overlooked role of Welsh women as Poor Law Guardians in late nineteenth- and early-twentieth century Britain. It demonstrates how these women shaped public life and influenced the administration of the Poor Law in Wales, despite facing gender-based barriers. By analysing local government records, the study reveals how women navigated political and social constraints to participate in decision-making processes that directly affected the welfare of the poor. It considers who these Guardians were, the intersection of gender, class, and politics in their work, and the relationship between women’s roles in local government and the wider women’s movement. In doing so, it offers new insights into women’s political agency and contributes to a more nuanced understanding of Wales’s social and political landscape during a period of profound change.
