The Human Capital Leakage Diagnostic (HCLD): A Framework for Measuring Scholarship Programme Delivery Gaps in G20 Academic Pipelines
The Human Capital Leakage Diagnostic (HCLD) is a conceptual framework for measuring scholarship programme delivery leakage. The framework integrates the Disbursement–Delivery Gap (DDG), City Welfare Floor (CWF), Research Performance Floor (RPF), Supervisor Accountability Cost (SAC), and Forced Labour Diversion (FLD) into a single diagnostic methodology. This technical working paper establishes the framework's conceptual architecture, computational logic, and illustrative implementation. Version 2.0 includes editorial corrections to the author information, document title, and citation metadata. No substantive changes have been made to the framework, methodology, analysis, or conclusions. Future peer-reviewed publications will provide empirical validation and comparative applications.
