Flow-Based Telemetry Coverage: A Method for Measuring and Governing Observability by Business-Flow Consequence

A method, system, and data format are disclosed for measuring and governing software observ- ability in terms of end-to-end business flows rather than per-service instrumentation. Critical flows spanning multiple services are declared as first-class entities; each flow is scored by business consequence to derive a priority tier; flow-level service-level agreements (SLAs) are algorithmi- cally decomposed into per-segment service-level objectives (SLOs); the telemetry required to detect, debug, and resolve issues in each segment is specified; and a multi-dimensional coverage score is computed that measures not merely whether instrumentation exists, but whether the available telemetry can actually answer the diagnostic questions that arise when a flow degrades. Coverage is enforced in continuous integration so that changes reducing the observability of high- consequence flows are blocked. The disclosed methods are realized on top of distributed-tracing standards (for example, OpenTelemetry) using a declared flow.* attribute namespace.
