"Order" and "disorder" are readily treated in the information-theoretic tradition as objective properties of information—high compressibility signifies order, incompressibility signifies disorder. This paper argues that this is a category mistake at the level of foundational presupposition. Order is not an objective property of an object, but a relational property concerning whether a decoder's set of protocols can map the object onto systematic responses. Where a mapping is established, there is order; where it is not, there is disorder. This paper begins with two threads of usage for "order" in everyday language—regularity and organization—and reveals why they are compressed into a single framework and forced to compete after the intervention of information theory. At the core of the argument is a thought experiment on molecular thermal motion: the same physical process is at work whether there are six molecules or 10²³ molecules, yet a protocol mapping can be established for the former but not the latter, demonstrating that "disorder" resides not in the gas but in the decoder's situation of being unable to establish a protocol. On this basis, the paper introduces "protocol establishment difficulty" from the protocol coupling framework (Zhao, 2026) as a conceptual yardstick that unifies the two threads. Protocol establishment difficulty depends on two core structural factors: the size of the space to be mapped and the contrast between elements. Together, these two factors explain why a protocol is easy to establish for a crystal, requires moderate cost for a proverb, and is physically impossible for molecular thermal motion. This paper does not provide a complete set of quantitative tools; rather, it performs necessary groundwork by identifying a long-taken-for-granted categorical presupposition and offering an alternative conceptual framework.
