The Little System That Couldn't: A Formal Proof of Systemic Deadlock (v2)

This collection documents a public-sector logic failure so complete that describing it has required three communication modes, four levels of simplification — crayon, ASCII, a mock government form, and, as of this version, a peer-reviewed journal monograph — and one shoe. The chain of events: Anglesey County Council miscategorised the complaint at intake, withheld the legally-mandated information required to correct it, acknowledged the error, and then asked what the problem was. The MP's Senior Caseworker (Ynys Môn), presented with exhaustive explanations in every register from legal analysis to metaphor, repeatedly asked what the complaint was, then declined to act without the missing information — which is what the complaint was about. The Public Services Ombudsman for Wales — for the "do one" energy, supplied at no point in the statutory process where it is provided for. The Office of the Member of Parliament (Ynys Môn) — for routing the author to the sole point of contact with both the authority to act and the commitment not to. The MP's Senior Caseworker — for independently replicating the study's central experiment, at scale, in the margins of his own correspondence. The System as a Whole — for proving that three agencies, working together, can build something genuinely self-sustaining. The Shoe — promoted in this version to Reviewer 4: the only referee that never asked what the paper was. None of the above were necessary. All of them made this necessary. Abstract

The Public Services Ombudsman for Wales inherited the wrong category, accepted it without verification, dismissed the complaint on the basis of it, instructed a restart, and placed the author on indefinite hiatus — with assurances of a review of the review of his review. The MP's Senior Caseworker (Ynys Môn), presented with exhaustive explanations in every register from legal analysis to metaphor, repeatedly asked what the complaint was, then declined to act without the missing information — which is what the complaint was about.
