From PRIMA results to Mediterranean uptake: An evidence-based implementation architecture for PRIMA2

This working paper presents the technical and methodological basis for a partnership-level architecture to improve the uptake of research and innovation results in PRIMA2. It specifies four mutually reinforcing enabling functions: structured productive-sector demand intelligence; milestone-based maturation of Key Exploitable Results during projects; post-project validation of adoption-ready results; and portfolio-level profiling, marketplace and brokerage through PRIMA-owned digital infrastructure, notably E-RIM and the PRIMA Digital Observatory. The analysis integrates five evidence streams: FUTURE4PRIMA innovation-validation, PRIMA2Business and Go-to-Market activities; the Enabling Innovation Ecosystem Stakeholder Board roadmapping process; E-RIM and PRIMA Digital Observatory platform logic; PRIMA2 strategic orientations; and Cohort 1 portfolio evidence consolidated in Deliverable D7.4. The analysed portfolio comprises 24 Key Exploitable Result records from 21 PRIMA-funded projects or actions. Seventeen of the 24 results were reported at Technology Readiness Level 6 or above, indicating a portfolio concentrated in late validation or early deployment, while also demonstrating that Technology Readiness Level alone is insufficient to assess uptake readiness. Five route archetypes are distinguished: digital and data services; integrated systems; inputs and materials; ingredients and products; and policy or practice toolkits. The paper concludes that PRIMA2 can increase partnership-level value by moving from project-by-project exploitation to a closed-loop result-uptake system. The proposed architecture combines early evidence bundling, route-specific validation, governed disclosure, qualified brokerage, and monitoring, evaluation and learning feedback into future programming. It is designed to operate through existing PRIMA2 modalities without creating unnecessary new institutions or weakening formal governance. The architecture is aligned with EU knowledge valorisation, water resilience, sustainable agriculture and food-system policy, innovation and scale-up policy, the European Green Deal, relevant EU Missions and the Pact for the Mediterranean.
