Human Capital Leakage Diagnostic (HCLD) Version 1.0 introduces a conceptual framework for measuring scholarship programme delivery leakage. The framework integrates the Disbursement–Delivery Gap (DDG), City Welfare Floor (CWF), Research Performance Floor (RPF), Supervisor Accountability Cost (SAC), and Forced Labour Diversion (FLD) into a single diagnostic methodology.
