Historical Analysis of the Umar Musa Yar'adua Administration's Foreign Policy and Management of Internal Security, 2007-2010
This paper offers a historical appraisal of the policy thrust in the management of foreign policy and internal security by the President Umar Musa Yar'Adua-led administration from 2007 to 2010. This period represented a defining moment in the life of Nigeria's Fourth Republic as it tried to restore Nigeria's international image while simultaneously confronting pressing domestic security concerns. This work explores the conceptual and theoretical underpinnings of the period. It examines the objectives, processes, and achievements of President Yar'Adua's foreign policy and assesses the strategies his administration deployed to overcome the numerous internal security challenges facing the country. The research adopts a qualitative and descriptive approach, employing a historical research method that draws extensively on secondary sources of information, including oral testimony, official government documents, policy documents, scholarly books, journal articles, newspaper articles, and various other publications. Analytical tools such as policy and descriptive analysis were utilised to study events within chosen political, social, and economic contexts within the period under review. Thus, the study reveals, among other things, the introduction of the "citizen diplomacy" principle by the Yar'Adua regime with a view to orienting Nigeria's foreign policy towards the protection of Nigerian citizens in foreign lands and ensuring the protection of Nigeria's economic interests while also repositioning the nation in the international scene. It concludes that while the administration under President Yar'Adua had successes in restoring peace in the Niger Delta and articulating and promoting a citizen-oriented foreign policy, its effectiveness was constrained by issues related to governance failure, institutional capacity, and the president's ill-health. It recommends enhancing policy implementation mechanisms, improving intelligence and coordination within the security sector, ensuring policy continuity, and integrating diplomatic processes into a comprehensive internal security reform agenda. This can aid the promotion of the national interest of Nigeria and its overall sustainable development.
