Structural Reform in the Educational System: A Transition from Teacher-Centered Instruction to a Specialized, Self-Directed, and Research-Based Learning System
Abstract Contemporary educational systems in many societies, particularly in developing countries, face numerous structural challenges, including the unplanned accumulation of curricular content, excessive reliance on teacher-centered instruction, the uncontrolled quantitative expansion of higher education institutions, and the lack of a systematic linkage between education, professional specialization, and the actual needs of society. The persistence of these challenges has reduced the effectiveness of learning, weakened the quality of human capital, and slowed the pace of scientific and socio-economic development. Employing an analytical–propositional approach, this article presents an alternative framework for the fundamental reform of the educational system. The proposed model emphasizes the gradual development of specialization throughout successive stages of education, the promotion of guided self-directed learning, the redefinition of universities from teaching-centered institutions into regulatory and quality assurance bodies, the structural independence of research centers, and the integration of theoretical instruction with practical experience. Within this framework, education beyond the primary level is organized according to purposeful, discipline-oriented pathways; schools are transformed into institutions for cultivating scientific, technical, and professional competencies; the number of universities is substantially reduced while their primary responsibility shifts toward accreditation, quality assurance, and academic standards; and independent research centers become the principal institutions for knowledge production and applied innovation. The article argues that implementing this model has the potential to enhance educational quality, cultivate highly skilled and self-directed professionals, improve the overall efficiency of the educational system, and establish a sustainable foundation for long-term scientific and social development.
