The Phase Antenna Programming Interface: A Control-Plane Boundary for 6G Reconfigurable Intelligent Surfaces
Reconfigurable Intelligent Surfaces (RIS) are advancing toward 6G deployment, with active study items in 3GPP Release 19 and Release 20, a chartered industry specification group at ETSI, and operator trials underway in 2025–2026. The field lacks a standardized antenna-domain interface through which the network and signal-processing communities can manipulate RIS panels without inheriting vendor-specific hardware semantics. This article proposes such an interface and argues that it has been latent in the reflectarray and programmable-aperture literature since the mid-1990s. We define the Electromagnetic Response Descriptor (ERD) as the hardware-side declaration of what a RIS panel can realize, the Spatial Validity Region (SVR) as the angular domain over which that declaration is guaranteed, and the Phase Antenna Programming Interface (API) as the boundary contract that carries phase commands and ERD constraints between the antenna community and its downstream consumers.
