Forbidden Regions Without a Global Predictor: U3 by Prohibition and the Cost of Empirical Content

This paper is the fortieth in a sequence developing an interpretive framework that redescribes physical reality as a causally consistent history of information updates rather than as a collection of independently existing objects. It is the synthesis capstone (third of three) of the eleventh grouping — a Gate-VII / U3 audition, which asked whether the framework can force a distinctive world-side observable rather than one more warrant-side redescription — and it closes that grouping. The two prior panels audited independent seams and both returned nulls: Paper 38 (a dynamical seam — the gravitational record-export channel is not framework-forced-distinct, because internal-energy variance is a preparable state property) and Paper 39 (a structural seam — record-relevance is infrared and the induced-Newton-constant counterterm is ultraviolet, so the record reading is inert on induced gravity). Its move is that empirical content need not be a positive, point-valued forecast: a framework that forbids an otherwise-allowed region of parameter space has content in the Popperian sense. So the methodological Global Predictor — the demand that content must be a point prediction issued from a god's-eye vantage — is retired in general. The substantive question is whether the framework's combined world-side constraints carve a nonempty, ALAC-specific forbidden region. We construct that region as the infeasibility set of an explicit constraint system over demand targets (publicity redundancy m, gravitational-negligibility tolerance delta_g, localization ell_loc) and free variables, keeping the publicity information tolerance epsilon_pub and delta_g distinct, and using Paper 33's three-valued negligibility bracket correctly (an upper bound certifies negligibility; the lower floor certifies forbiddenness). A normal-form worked example maps the publicity demand to a stored-bit demand B via the Bekenstein storage floor: a realistic record (B ~ 1e23 bits, localized mass ~ 4e-19 kg, with an explicit admissible parameter assignment) lies decisively outside the forbidden region, while membership in it requires an extreme B >~ 1e36 bits. The specificity screen is then carried out against the closure of standard physics, target by target and scoped to the Bekenstein-dominated regime (the Salecker-Wigner, Bousso, Landauer, and Heisenberg bounds are checked and found inactive or dominated for this target family). The forbidden boundary is the Bekenstein storage floor, a standard bound; the framework's marginal localized-excess increment could move it only through an arrow-specific decoherence term (Paper 38) or a record-species restriction (Paper 39), and both are null; a generic object storing the same bits with the same retention and error-correction pays the same standard costs. Hence, in the Bekenstein-dominated lower-floor normal form, the framework's forbidden region is contained in the standard one and the ALAC-specific difference is empty (a one-sided inclusion, not a claim of exact physical-region identity). A complete decision tree over the two prior verdicts places this paper in the (38-C, 39-C) cell, whose outcome is the cost-ledger no-go: adoption, typing, and matched-warrant witnesses alone do not generate U3. The paper then names the specific additional world-side postulate each seam would require — a record-export postulate forcing a non-generic internal-energy variance (from 38), or a scheme-robust ultraviolet bridge from record-relevance to the counterterm (from 39) — each a genuine commitment, not a consequence of the discipline. The substantive Global Predictor stands even though the methodological one falls; the eleventh grouping closes on a precise, honest boundary. Presents no new physics; results are interpretive (L2) on imported physics (L1) and the framework's domain-general discipline (L2-G).
