The Two-Speed Universe: The Hubble Tension as the Forced Calibration Ratio 13/12
One axiom. One operation. Zero free parameters. The universe appears to expand at two rates: ~67 km/s/Mpc from the early universe, ~73 from the late. The Hubble tension has hardened into a possible crack in cosmology. This paper forces the ratio. The early/late calibration ratio is 1 + (2/3)/8 = 1 + 1/12 = 13/12 ≈ 1.0833 — the vacuum part 2/3 divided by the depth-3 covering tower 8, added to the One. Against the measured 73.04/67.36 ≈ 1.0843, the forced 13/12 agrees to about one part in a thousand. The two speeds are not a contradiction needing new physics; they are an early-versus-late calibration offset of a forced, definite size. Machine-checked; reproduces from one command.
