From Fragmented Systems to a Digital Professional Chamber
This paper presents a reflective project case study of the eHLK digital transformation programme at the Croatian Medical Chamber. The programme addressed a familiar institutional problem: disconnected information systems, document-heavy procedures and limited ability to provide secure, consistent and timely digital services to members and stakeholders. Rather than treating digitalisation as a software acquisition exercise, the programme was designed as an organisational transformation built around business-process documentation, an integrated information core, secure digital identity, document lifecycle management, interoperability and member-facing digital services. The paper explains the design logic, delivery model and transferable lessons from a completed transformation phase. It deliberately remains at a high level and excludes confidential, security-sensitive, procurement, personal and operational data. The central conclusion is that a professional organisation becomes digitally capable not when it owns more applications, but when its processes, records, data responsibilities and services work as a coherent system.
