AI Agents as Behavioural Infrastructure in Digital Money Systems: Control, Ownership and Risk Exposure at the Edge of the Digital Euro
This paper examines AI agents as an emerging infrastructural layer within digital money systems, using the digital euro as its principal analytical reference point. It situates automated agency within a wider architecture of monetary order, supervised intermediation and technologically mediated governance, with particular attention to control, ownership and institutional exposure across layered infrastructures. In doing so, it frames digital money environments as a strategic site in which automated agency, public monetary architecture and systemic resilience converge within a common architecture of control and risk.
