EXECUTION RELIABILITY FRAMEWORK FOR CRITICAL MINERAL PRODUCTION

This working paper introduces the Execution Reliability Framework for Critical Mineral Production, a technical framework designed to improve execution reliability, capital efficiency, and operational performance across critical mineral development and production systems. The framework integrates cost governance, risk-adjusted scheduling methodologies, operational analytics, and performance management principles into a unified approach for reducing schedule instability, minimizing execution-related losses, and improving project delivery outcomes in capital-intensive mining environments. The framework addresses persistent challenges that limit the ability of critical mineral projects to transition efficiently from development to sustained production, including cost overruns, schedule delays, coordination inefficiencies, and production readiness gaps. By strengthening execution performance across mining operations and supporting infrastructure systems, the framework seeks to enhance domestic critical mineral production capacity, supply chain resilience, and long-term industrial competitiveness. This work is intended for mining professionals, project leaders, supply chain practitioners, policymakers, and researchers interested in improving execution performance and operational reliability within critical mineral value chains.
