Universal Baseline Level: A Quietness Ratio Anchored to the Planck Floor That Resolves the Major Hierarchy and Vacuum Problems of Physics

This paper introduces the Universal Baseline Level (UBL), a dimensionless quietness ratio defined as the vacuum energy density of a physical domain divided by the Planck energy‑density floor. Because the Planck floor is fixed entirely by the constants c, ℏ, and G, it serves as the only natural anchor for comparing vacuum environments. Our universe’s measured vacuum energy corresponds to UBL≈10−123, meaning our domain is extraordinarily quiet relative to the maximum possible vacuum activity. The paper shows that this single number reframes fifteen major problems in fundamental physics — including the cosmological constant problem, the hierarchy problem, Higgs mass stability, CMB smoothness, the weakness of gravity, QCD scale generation, decoherence, zero‑point energy saturation, renormalization divergences, and vacuum selection. In each case, the apparent fine‑tuning disappears once the domain’s quietness is treated as a primary structural quantity rather than something requiring explanation. A low‑UBL domain naturally suppresses high‑frequency vacuum modes, sets effective ultraviolet cutoffs, determines coupling strengths, fixes freeze‑out scales, and establishes coherence boundaries. No new particles, fields, symmetries, or dimensions are required. This paper also connects directly to my broader Unified Substrate Theory (UST). UBL provides the quantitative environmental parameter that UST implicitly assumes: the substrate’s behavior, stability, and interaction patterns arise within a domain whose quietness is fixed at 10⁻¹²³. UST supplies the mechanism; UBL supplies the boundary condition. All prior versions, expansions, and technical manuscripts related to UST and its development are linked through this DOI for readers who want to review the complete progression of the theory. Abstract
