GCFT-0384 RES/OBS: The MRO Replay Observable Lock
This paper locks the exact observable for the MRO residual-horizon replay branch. The observable is the row-bound MRO ODF Doppler residual delta_i, transformed into the residual-horizon replay basis and weighted by an admissible covariance object. The replay statistic is H_floor_eff. No detection is claimed, no replay is executed, and no covariance is invented.
