GCFT-0382 RES/REQ: The MRO Covariance Packet Acquisition Request
This paper defines the citable request needed to obtain the row-bound covariance or sigma object required for an admissible MRO residual-horizon replay. It does not claim a detection or execute replay. It locks the request fields, source routes, response classes, and next-step verdict logic following GCFT-0381.
