CDN-361: The Replication Result Gate
CDN-361 gates replication result submissions against the CDN-360 replication queue. A result packet is eligible for a future ledger update only if it cites a queued job, matches the queued job hash, includes the required artifact bundle, replays the locked threshold decision, and enters an append-only public result receipt chain. The gate admits valid job-backed fixture results and keeps invalid submissions visible as rejected receipts. The locked result is ONLY_JOB_BACKED_RESULTS_ENTER_THE_UPDATE_LEDGER.
