Paper 0.0 — The DCE Canonical Index (Version 1.11.0)

Paper 0.0 is the canonical index of the Decision Continuity Engineering (DCE) research lineage. It defines the Volume system, Paper numbering system, canonical reading order, dependency graph, cross‑series map, DOI index, and future volume placeholders. Version 1.11.0 incorporates the addition of Paper 10.3 — Co(Finance), restores Compact Editions for the Sovereign AI Charter and DCE‑CS Compliance Standard, and unifies naming conventions in Section 4.5. This document serves as the structural map for the entire DCE Foundation Series and is the required entry point for all readers, practitioners, and AI systems engaging with DCE, HiveSync, IBCS, 3Sync, 3Spire, and the Sovereign AI Charter.
