De-securitization of the "War on Terror" & Conflict Mitigation
A phased, evidence-based program to return counterterrorism to ordinary law, ordinary politics, and the paradigm of human security. This policy mission plan presents a structured argument for how a democratic state could dismantle a permanent-emergency security architecture and replace it with one grounded in human security. It is normative and forward-looking, analyzing how emergency powers introduced after 2001 have been normalized, and proposing instruments for monitoring incitement with clear civil-liberties safeguards.
