CDN-358: The External Replay Docket

CDN-358 turns replay validation into an append-only public docket. External packets do not enter the claim ledger as prose; they enter as immutable replay receipts with receipt hashes, previous-receipt links, validator version, validation status, and active or excluded claim state. Corrections append new receipts instead of rewriting old ones, withdrawals remain visible, and only active accepted receipts enter the claim ledger. The locked result is ONLY_REPLAY_RECEIPTS_ENTER_THE_CLAIM_LEDGER.
