CDN-351: The External Measurement Gate

CDN-351 converts the CDN-350 strong lead into an external measurement gate. The one-axis thresholds c0=11.276973, rho=0.188040, and T=0.615217 are sufficient survival gates, but not necessary cuts, because mixed sub-threshold caps can also cross P(20/20)>=20%. The locked falsifier is the monotone upper-corner rule: for external caps c0<=C, rho<=R, T<=Theta, evaluate the closure model at (C,R,Theta). The locked result is EXTERNAL_CORNER_GATE_LOCKED.
